First-run state of a self-hosted server

/v1/setup/status

Tells the dashboard whether the server still needs its first admin account (needs_setup) and whether self-service signup is open under the configured SIGNUP_MODE (bootstrap: only the first signup; closed: none; open: anyone). Reveals nothing beyond the fact that no account exists yet.
